apt 3.1.0 for Debian and Ubuntu-based Linux distributions introduces new features and improvements.
Resolver 3 is enabled by default in apt 3.1, building on the more efficient package dependency resolver introduced in apt 3.0.
New 'why' and 'why-not' sub-commands in apt help users understand why a package was installed or why it is not installable.
apt 3.1 also includes new Include and Exclude options for allowing or blocking specific packages from a repository, offering more control over package selection.
