ASIC has filed civil proceedings against Liang “Allan” Guo, the former director of Blockchain Global, for multiple breaches of directors’ duties.
Guo allegedly made false and misleading statements about dealings with ACX Exchange customer funds and failed to maintain proper books and records.
Blockchain Global operated the ACX Exchange until its collapse in December 2019, leaving over 20 million Australian dollars owed to former customers.
ASIC investigated Guo for potential criminal offences, including transferring money from the collapsed exchange to pay his mortgage, as he left Australia after travel restraint orders expired in September 2024.
