The central government has mandated ride-hailing aggregators to adhere to fixed targets for including electric vehicles (EVs) in their fleet, set by government organizations or state governments.
The Ministry of Road Transport and Highways released the Motor Vehicle Aggregator Guidelines (MVAG) 2025 on July 1, providing clarity on these rules.
In addition to EV targets, aggregators are proposed to utilize motorcycles for rides not used for commercial purposes to reduce traffic congestion and pollution.
The Centre also allowed ride-hailing platforms to charge passengers a minimum of 50% lower than the base fare and a maximum dynamic pricing of two times the base fare.
