DOL's rule intended to stop issuing new certificates allowing subminimum wages while giving existing certificate holders three years to phase out the practice.
The agency received over 17,000 public comments and concluded that a population of workers still rely on subminimum wages due to a Congress-mandated program.
The decision was based on the inability to end the program, as individual states and employers still utilize subminimum wages for workers with disabilities.
