Digi Mobil Italia cleared to apply roaming surcharges in 2025

  • Digi Mobil Italia, a virtual mobile operator, has received authorization from the Communications Regulatory Authority to apply surcharges on communication services for rejecting the EU's rule On roaming services. According to article 6 of new EU Regulation No. 2022/612, Digi Mobil Italy is authorized to add retail tariffs surcharges to its international roaming customers within the EU. The authorization period lasts until the end of December 2025. Digi Mobil Italia had submitted a request renewal applications for authorization as early as October 2024.
  • The Communication Regulatory Authority's new resolution affirms Digi Italy's incapability of recovering the retail roaming service cost by itself, which necessitates the authorization of surcharges. The EU roaming regulation stipulates the maximum surcharge rates of 1.10 euro cents for outgoing calls per minute, 0.15 euro cents for each outgoing SMS, and 0.26 euro for each gigabyte of data traffic. The same dynamic was also confirmed by new regulation No. 2022/612, which substantially recast an earlier regulation No. 531/2012.
  • The net negative margin for retail roaming services must equal or exceed 3% of the margin generated by mobile services before AGCOM, the Authority, authorizes an EU roaming surcharge. The surcharge must not exceed the maximum wholesale charges, limiting Digi Italy's surcharges at 2.2 euro cents per minute for calls, 0.40 euro cents for each SMS, and 1.55 euro per gigabyte by December 31, 2024.
  • Digi Mobil Italia has been authorized to apply EU roaming surcharges for 12 months starting from the publication date of resolution 506/24/CONS, which is approximately December 20, 2025, as AGCOM deems the request submitted in October 2024 acceptable. The decision to apply surcharges authorized at a lower rate than the maximal rate falls under Digi Mobil's full responsibility. Digi Mobil must promptly provide information on surcharges through specific personalized SMSes, its website, and other routine communication channels.
