South Korean prosecutors intend to appeal the ruling that cleared Samsung Chairman Jay Y. Lee of all fraud charges.Lee was cleared of all 19 charges, including accounting fraud, unfair trading, and stock manipulation, related to a controversial merger in 2015.The $8 billion merger of Samsung affiliates, Samsung C&T and Cheil Industries, was alleged to have facilitated Lee's control over Samsung.Lee, the third generation of Samsung's founding family, had previously been indicted for advocating the merger and was found not guilty last year.
